Sound bending isn't possible.. the whistle is used by blowing air through it, to aang just airbended to push a large amout of air through in a short time. And as for distance, try blowing into a whistle. The harder and faster you blow the louder it gets. add airbending and you've got a supersonic wave. xD It's the airbending doing the work. Not the bender controlling the sound.
