Kai II will have to be dodgy to get around Tera and her minions.
Although the world is supposedly now at peace, Tera has her servants everywhere. Tera is ultimately in control of the world.
That is why there is unease in the water tribes, the earth kindgom and the fire nation. the leaders of those three tribes are constantly facing opposition.
