I think there are only two ( if you count the swamp people three) tribes but the northern water tribe people said something of rebuilding their sister tribe so i dont think there are even any more villages except for katara and sokka one's. It sounds a little strange but despite the huge surfaces of the Poles there are only the little village/one City on the poles. Besides, i think underwater city would be awesome but i don't believe in the theory at all.

really i dont understand y we keep goin on about this... there is more than 2 water tribes. there is the tribe of swamp benders... which does count because they have developed their own waterbending style just like the north and south pole

Three pages of discussion about a question the show itself already answered without any doubt. agreed... not to say that this should be closed by a dai li or anything like that but there is not much more to say about this....although one cool idea is that there should be a watertribe that exhists underwater ^_^ an underwater atlantis filled with waterbenders |
