They should be able to. And walk on water. I don't know if they can bend with their feets, and they can kind of walk on water. Remember the episode when they wanted to going to Ba Sing Se? Then Aang and Katara fought against a monster and then you saw that Katara was walking on the water. (with waterbending)

I just realized watching the puppetmaster again that water benders can bend with their feet because in the jails that hamma was in, the guards tied up there hands and feet before giving them water.

Ok..... this is how it goes. this bending is based on tai chi. tai chi uses only its hands when doing any of the mantras or forms. based on the flowing of the hands and chi throughout the body. there are no kicks or punches... and this being said it is very unlikely that they can bend with their feet

yes, they can. if you remember in the puppetmaster they hd to be suspended in mid air before they gave them water to drink. why do you tink they did that?

i think that they can because the whole art of waterbending is based on a martial art... so i would think so

hmm.. tai chi. makes sense. but it is based on tai chi, not a complete copy of every move bloodbending isn't based on tai chi. i think they can, they just never needed to bend with their feet.

The swampbenders are not using tai chi to bend. And of course waterbenders can bend with their feet. Katara already did it to fix herself to the ground or to "walk" on water.

Katara used a offensive attack with water bending with your feet creating a larger water whip in " The Earth King" as your leg should be wider then your arms.

in rare instances they can use their feet to bend water.
like in "The waterbending master" Katara freezes ice around her feet
another is in "the serpent's pass" where Katara, again, freezes water around her feet to surf
and also, in "the earth king" she uses her foot to help control the much larger water whip than normal.
however, due to the type of martial arts that waterbending uses, all waterbenders must have their arms free of restriction
