stop just saying stuff at random read other posts before putting in your two cents because it has either been said before, or is wrong
they earn their arrows when they become masters (master 36 levels of bending and create a new technique)

How do you think the airbenders get an arrow on their head? as in how do they physically get in on their skin? its a tattoo, representing that he/she has become advanced in airbending, whe nthe tattoo reaches throughout the entire body(arms, hands, feet, legs, head, back) then the airbender is considered a master |

In the storm i noticed something aang is the only one with an arrow the rest of the kids don't have arrows that means aang was a pretty smart air bender to master it so quickly.

Maybe that was because he was the Avatar that he was already meant to become a Master Airbender..
He thought up that Air Scooter move, he said, that's pretty impressive for a young buy, maybe that explains the Arrows on him too

The tatoo's are probably spiritual so that is why they glow. The Tattoo's where made to mimic an Air Bisons and to show mastery of all 36 levels of air bending.
Aang only mastered 35 but made up the Air Scooter so he get them early. Why does Aang has so much hair at that age anyways?
