Seriously, it could be this way. Think of it. They got in Azula's trust (you say that Azula is cunning and cold-minded... but she can be actually blinded... by her own self-confidence and belief in fact that she can't be defeated). They've come to the very heart of the Fire Nation and pleased Azula by showing her their "loyalty" when attacking gaang. It's pretty possible they're just listening... waiting for the right moment to STRIKE!!! from the ideal place...
Now that would be cool ending! Dai Li ending Firelord and his daughter... everybody thanking them for their help in crucial moment... then Dai Li smiling mysteriously and dissapearing...)
