Dai Li agents were good, but I beleive they would be bad since they are controlling Ba Sing Se and are working with the Fire Nation.

I dont think they were ever good. not even avatar kyoshi thought they were good she admits that she made a mistake in creating them not knowing that they would become corrupt. this is in the game avatar escape from the spiritworld

for anyone who knew BIONICLE in 2004, they will get this analogy.
the Dai Li are like the Vahki of the Avatar series, or vice-versa. (I still think they're evil though).
and, for those who didn't get that, (I mean, who even knows what goes on with BIONICLE anymore?)
they ARE just a do-as-they're told group.

Well the only thing I have to say about the Dai Li is that they are traitors to the Earth King and to the Earth Kingdom. They supose to protect Ba Sing Se, but they betrayed it. TRAITORS!!!

Long Feng, however, was "bad". He wanted power over the entire city, and got it. He used the Dai Lee, and his power over the Earth King, to secure his place as the true ruler of Ba Sing Se.

The Dai Lee followed orders from their apointed leader, as it was not their job to serve the Earth King.

They followed their orders, and didn't question them. That was how Long Feng used them.
