Example:

But paint is just fine if you only have too add text or something.

GIMP is completely free.
Download it here, at SourceForge: puzzle.dl.sourceforge.net/sourceforge/gimp-win/gimp-2.4.2-i686-setup.exe

CS3 and Photoshop costs money. quite alot. About $100 Minium!
And MS Paint should be free. You should have it though.
