well, with the exception of the "tragic past" principle (which everyone's character has), I don't really think so...
well, Ozana is kinda of hard to determine, since she's kind of from mixed nations, but she's an avatar...
with that aside though, I don't really think she is...
I mean, like Sanaki, she has strengths and weaknesses, and some personality flaws, and cannot beat up everyone, so all in all, I wouldn't say she is.

give me the rundown and I'll see...
and of course peoples, just 'coz your character is an avatar Mary Sue/Gary Stu doesn't mean it bad..
I mean, as long as your character is not a 17-year-old champion who suddenly gains control of one of the nations for no reason, I'm fine with them...
sure, Sanaki takes control of the Fire Nation, but there's a logical explanation to that, and she's 30 when she does, not 14. *winks*
so yeah, bring your character to the expert and let him (me) say yay or nay.

but yeah, the reason Sanaki became next in line was 'coz Zuko decided to give up that right when he married Katara, and Sanaki was a good friend of Iroh's, and a powerful, intelligent prodigous firebender...
basically a good version of Azula...
