Yep. Although, characters are a main part...
Characters, time, place. The bones of a story.
Action and/or romance and/or drama. The guts of a story. (And the more guts, the better)
Grammer and spelling. The skin of a story.
One character who gets all the guys/girls. The ***** of the story. Rofl, O.K, I was just messin' around with that one...

Well, that's the point of any free RPG...
Fighting in a free RPG can't be the main point of the story. So, it falls to emotion, character flaws, and personal developments and relationships.
