exactly.
that's what both The Avatar Guard and The Order of the Avatar Slayer believ.
thing is, their tactics are different. while The Avatar Guard seeks to shalter them, The Order simply seeks to use them--as Katara is learning.

a good way to describe it is sort of like Hitler and the Nazis....
Xin Shing is a convincing speaker, and told the people what they wanted to hear...
