Um I think they kept them! They helped clean the temples and they bread the bisons I think!

Hypothetically speaking, an air nomad that couldn't bend probably just lived at the temple and did everything that the rest of the monks did except for bending. I mean, it's not like their whole life revolved around bending. |

if youg o to nick.com it says that unlike all the other nations, only the air nomads were the only ones where everyone was naturally born a bender. Every air nomad was a bender. Even the little retarded kid in one of the episodes could bend. I think we should ask why was it just them who could all bend.
