She has potential no dought about it but she dosen't have the time to fully master all the needed skills and moves. Most masters start when they are little kids. Katara started her real training when she was 14. That being said she will be a powerful asect to the avatar team.

Well obviously she know all froms of waterbending and she can heal and bloodbend

Pakku WAS stronger, before he taught katara everything he knew. Katara adds on to what she learns from Paku. She also knows how to BLOODBEND and HEAL which Paku cant do.

Paku can learn to blood bend and no one said he couldn't heal. He's a true fighter and a seasoned waterbending master. Do you think Katara could take Paku after a few days of training?

Just because she may be a good fighter (even the best fighter) using waterbending doesn't mean that she's the best waterbender. There are different ways to waterbend than just fighting techniques. She probably isn't the best healer, she seems a little amateur in that category. And there are probably still fighting techniques she hasn't learned.
I still think that Katara has room for improvement so if she's the best right now, I shudder to think of what she could become. Besides, she's only 14, maybe 15, she's going to grow up a lot before she could be considered the best.

No I don't think she's the best one, Master Pakku is much better with waterbending and I even think Aang is a little stronger with waterbending.
