i don't think so both her teachers are better at what they do than she is and the guy from the north pole is still teaching the water benders there and they can easly surpass her also she can't swamp bend like the swamp benders and she can't use water bending to bend sea weed she never learned thouse two things her healing is weak and poorly train there are alot of water benders from the north pole that can heal better than she can its not like she can skillfully use blood bending or pull water from the air, plants, grass,trees and flowers if she could then she would have by now in any case there are way way too many people that are better than she is at the type of water bending that she can do and there are still types of water bending that she can't do like southen water bending(cuz there is noone to teach her and she didn't learn it from herma) the type of water bending that herma showed her(cuz if she did she would have use it)and i hope i say it wright "fogy or swamp bodom"syle(wich inclueds the sub bending of sea weed which the swamp benders didn't get to teach her cuz they had to leve) as well as styles she suck at like healing and blood bending(she only knows one thig and not that well she just started) for her to be called the best water bender she fair from it don't take this the wrong way but she a joke for real to be real.

She can get water out of plants now though, remember, the swamp benders use the plants themselves, i'm not sure but i think she can do so too if she tried.

I'm not going to argue that last part cuz maybe she can and just has not done so, maybe there was no opportunity for her to use bending of sea weed or something

but her pulling water out of plants only happened on a full moon(when her bending went beyond its normal set limit of power) not during the day like herma did(with her normal everyday bending and high level of skill at doing that)
and there as been plenty of times where she had the opportunity to use it if she could and it would have been very beneficial, like the invasion why did she carry water and not just pull it from the air it would have been nice for taking out the battle towers, just pull water out the air around each tower then freeze it, all the battle towers with everyone who was inside all at once(cuz we know she can freeze water even from a distance) that would have saved so much time and effort and her father(who she couldn't fully heal why ......cuz she a weak healer ) would not have to get hurt at all thats why i don't think she can do that(pull water from plants).

I'm going to say no because the Avatar is the best bender period. Once it is a fully realized avatar they can do unimaginable things in the Avatar state and is practically invincible. Since the avatar is a waterbender, earthbender, airbender, and firebender and I said the avatar is the best that means Katara is second best

Hamma(bloodbender) took years to master bloodbending.

You cant tell if pakku can take the water from plants and that.cuz he live in the north pole!!!!!no plants just ice!!!!!
