maby they have an underwater tribe,you know like in the storm how aang made the bige ice ball thing,maby some master water benders could have made a huge one deep underwater and only come out sometimes to get more air lol.

Im sure there are other water benders but the main groups are the north pole south pole and swamp.
wong she tong said he knew all waterbending styles "northern water bending style... southern waterbending style... even fog yi swamp water bending style..." so im guessing that those are the only civilizations where waterbending is prodominant.

I think it's just the mentioned three tribes. It would fit to the elemental and geographical symmetry of this show: One in the cold north, one in the cold south and one in the warm middle.
If there should be a fourth tribe, i would think it could be somewhere in the mountains, specialised in bending clouds and precipitation perhaps?

Well, there is a third "water tribe" in terms of some of the swamp people ... I frankly don't know of any other possible full-sized "water tribes." Three water tribes is enough though, it's fine.

and the swamp, there's also water, and on an island, there's also enough water, it doesn't need to be cold, they just need water
