in my opion
1.katarra can not perfom at the same level as her teacher from the northpole in her own eviroment nor can she beat him.
2. he couldn't have in that short time teach her everything that he knew becuse if he did then anng and the like 20 other people that trained with them would have learned it too which it would seem that anng can learn faster than she can and it would be hard to teach everything you know to over 20 people at the same time when you take into conciteration that you may have some slow people in the group.
3 .i don't think that herma (hope i spelled it right) can truly be called a master herself and correct me if i'm wrong 1. there was nothing and noone not even herself stating that she was a master 2.she never called katarra a master but called her a bloodbender. 3. even if she in the southen water tribe was called a master i dupt that by the standars of the northen water tibe she or anybody in the southen water tibe that was a master would be called a master in the northen water tribe because it tolk every waterbender in the southen water tibe to do what one waterbender in the northen water tibe culd do, their skill is not as high and they seem so mouch weaker and in conparition when she(herma) was taken by the firebenders(like ten maybe fiften of them in the south pole) the guy from the northen water tibe was easly fighting at less twies as many i bileve way more firebenders(in the north pole when iroh and that dued attacked) don't forget that its been years that herma was in prison her skills at waterbending outside of bloodbending and pulling water from trees,plants,flowers and air are weak they was weak before prison and her skills in areas outside of those i'm speaking of fighting and helling they've gone down from then and don't forget her age, and anybody with a hate like hers in the same situation that she was in having the same desperation she did with the help of the moon like her and any basic knowlage of life would know the human body is 70% water as well as imagenation would try blood bending and with the help of the moon will succed the only reasson the people in the north pole have not done it is simple they don't need that power in the north pole not they can't do it.
4.katarra has not master the skills that herma was showing her like pulling water from plants,trees and air doing the day other wise she would have used them by now btw doing them dourning a full moon does not count becuase 1. its due ony to the power of the moon that you did it not your own skills which she still didn't pull water out of the air even then.
5. yea she is a blood bender but let me ask you has she master or is even good at it the answer is no its like when anng fanaly earthbend toph said he was an earth bender that does not mean that he master it or was good at it same with katarra and blood bending i mean she can do one thing and that is it she can't even if she wanted to monipulate it like herma did.
and becuase she did not master the things she was shown by her two teachers nor fight on the same level as her two teachers nor do i bileve that on any day currently that she can even beat her two teachers or hold her own without them toying with her or holding back in thier element, her element, or any random element for that mater nor did she and still can't hold her own against one firebender two firebenders (both her teachers fought more than ten firebenders by themselfs so did non waterbending masters at the north pole) by her self, one earthbender even if she is a earthbending master a would think a waterbending master could at lest hold her own and give her a run for her money and this was resently and i would brag about her healing abilities ether she can't heal the scar on anng's back(not like it a magical scar its a burn scar even if the attack that hit anng stop his gate the scar itself is still just a burn scar) nor could she fully heal her father i would think a master waterbender could do those things even if they are not simple why? cuz well they'er supose to be master water benders thats why which as you can cearly see i know for a fact that based on perfomance in and out of battle that as well as the amount of knowlage she has that she is not if anything she sarted learn one form of waterbending (cuz there was noone to teach her southen water bending and herma didn't teach her southern waterbending etheir if anything herma showed her a possible fourth style of water bending for dry land which she has not shown that she even can do let alone master) and if you still think she is answer this 1. does she swomp bending the way the swomp benders do(no she bend the water just like she discoverd how to do from a scroll that btw she stole) if so 2. when did they teach her(they did not they didn't stay long enough for them to) 3. can she bend seawed(hell to the noooo!!!)
in short she started learning but has not mastered one of the three maybe four even five(healing) waterbending syles, has not surpasted any of her teachers can't perform thier moves, skills or abilities nor perfom in and out of battles to the level they can, beat them even hold her own against them in battle and has not inprove her healing abilies wich are weak as hell and you want to call her a waterbending master? ........why? that makes true waterbending masters look as weak and as bad as her and that is why in my opion based on facts her perfomances and her abilities that was shown to us useing simple logic with what we know to be the full exsten of her knowlege katarra is most certanly not a waterbending master for a fact i don't even like water benders but i would never disrespect that title by giving it to katarra of all people. (fire benders rule" in manly voice then runs out the door)

Well when Katara fought Master Paku she had no chance, but she's way more skilled with Waterbending now, i'm not sure, she might be a master, she beat up every boy back in Book 1..So why not?

1. do you disagree with anything that i said the facts not my opinion?
2.what does her beating up boys or more importantly winning fights against some people(which may have been weak or the person(katarra) won by luck or even pending the situation) (which anybody even if they are not masters can do) have to do which weather or not she has the needed skill level, abilities and knowledge to be concerted a master, anybody can win fights every now and then (even non-masters like katarra). if they don't win fights then waterbending fighters can't in the future master the fighting part of waterbending which i would assume that in order to be a "masterwaterbender" you would have to master all of waterbending southern(which noone alive can learn unless the knowledge spirit teaches them), northern(which she has not master but i will admit that she is good at), fogy-swamp(which she did not learn), healing(which she sucks at and has not master ether) even the style that herma showed katarra(which she has not shown she has the ability to do). which katarra has not done. in addition she can't blood bend that good she just started so that can't be used when thinking about something like this (maybe had she master that you could have but she didn't so you can't and its not like she even want to blood bend so she wont get better at so it is as if(the same as if) she can't bloodbend at all so it does not apply here)
